Who Is A New Home Builder?

The Home Construction Regulatory Authority (HCRA) regulates and licenses those constructing and selling new homes in Ontario. The HCRA defines a “new home builder” as one who constructs new homes. These are dwellings that adhere to the following characteristics:

  • It is a new dwelling
  • It has never been inhabited
  • It is self-contained, i.e., the occupant has private access to the bathroom, kitchen, and all the living areas.
  • It has been built as a family dwelling – constructed for residential purposes only
  • Is affixed to a permanent foundation
  • It is a four-season home

It can fall into the following categories: detached house, townhouse, and condominium. It can also be a four-season cottage, a tiny home, or any other residence that meets the above criteria.

The New Home Builder

An individual or company must have the licenses required to perform the necessary construction work to become a builder of new homes. The staff comprises a project manager, a designer, and various contracted staff. Together with other employees, they will ensure the homes are erected to meet the specifications and requirements demanded by municipal, provincial, and federal legislation.
